The Regulatory Reform (Fire Safety) Order 2005:
The Regulatory Reform (Fire Safety) Order 2005 was introduced in October 2006.
Fire and rescue authorities and other bodies ('enforcing authorities'), have a duty to enforce fire safety in non-domestic premises.
The Regulatory Reform (Fire Safety) Order 2005 is the main piece of legislation governing fire safety in buildings in England and Wales.
The FSO applies to all workplaces and the common parts of buildings containing 2 or more domestic premises.
It places legal duties on anyone in control of these premises (the Responsible Person - usually the owner or the landlord)
to undertake and record a fire risk assessment and put in place and maintain general fire precautions.
Guidance
If you have identified that you are a Responsible Person or someone with duties under fire safety legislation, the following will apply to you;

9.--(1) The responsible person must make a suitable and sufficient assessment of the risks to which relevant persons are exposed for the purposes of identifying the general fire precautions he needs to take to comply with the requirements and prohibitions imposed on him by or under this order.
